受中海石油（中國）有限公司（以下稱為“招標人”）委托，就旅大5-2北油田Ⅱ期開發項目所需部分貨物及相關服務進行國際公開招標?，F邀請投標人對下列貨物和服務提交密封投標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China？Limited (hereinafter referred to as “Tenderee”), intends to purchase the Goods and the relevant services required under the project of LD5-2N OIL FIELD PHASEⅡ DEVELOPMENT PROJECT by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

從中華人民共和國關境內提供的貨物：2024年5月15日前（貨到項目現場時間）
For goods offered from within PRC customs territory: before May 15th_， , 2024(arrival date to the job site)
從中華人民共和國關境外提供的貨物:2024年4月30日前（貨到指定港口/項目現場時間）
For goods offered from outside PRC customs territory:: before April 30th，2024(arrival date to the port or job site)

3. 對投標人的資格和業績要求：
Requirements for Qualification and reference of Bidder:

（1）資格要求
Requirements for Qualification of Bidder

A．如果投標人為境內注冊公司，投標人需提供合法有效的企業法人營業執照、稅務登記證及組織機構代碼證或證照合一的營業執照；
如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；
A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.

B. 制造商應通過ISO9001（或GB/T19001）質量體系認證。投標人須提供制造商有效的質量體系認證證書；
B. The manufacturer of the Bid Goods shall pass Quality Management System Certification ISO9001（or GB/T19001）Certification. Bidder shall provide valid Certificate of Quality Management System Certification of manufacturer.

C．投標人應為所投貨物的制造商。本次招標不接受代理商投標。
C. The bidder shall be the manufacturer of bid goods. Bid by Agent is not accepted.

D. 是否接受聯合體投標：否

E. 未領購招標文件是否可以參加投標:不可以

（3）業績要求Requirement for Bidder's reference:


自2012年1月1日起至投標截止日（以合同簽訂時間為準），投標人應具有至少2臺直燃式熱介質鍋爐（功率≥6000kW,臥式安裝）的供貨業績，并提交相關業績證明文件。

投標人須按規定格式提交業績表，業績證明文件包括但不限于：銷售合同原件掃描件和到貨驗收證明文件。業績證明文件按至少體現以下內容：合同首頁、簽字蓋章頁、合同簽署時間、貨物名稱、技術參數、供貨數量，到貨驗收證明文件。未提供以上文件或提供文件無法滿足上述要求的視為無效業績。


From January 1, 2012 to the bid deadline (subject to the contract signing time), the bidder shall have at least two direct fired heat medium boilers (power ≥6000kW, horizontal installation) supply performance, and submit the relevant performance certification documents.

The bidder shall submit the performance form in the prescribed format, and the performance proof documents include but are not limited to: the scanning copy of the original sales contract and the arrival and acceptance certificate. The performance certification documents shall at least reflect the following contents: the first page of the contract, the signature and seal page, the contract signing time, the name of the goods, the technical parameters, the quantity of supply, and the arrival and acceptance certification documents. Failure to provide the above documents or failure to meet the above requirements shall be deemed as invalid performance.



4. 有興趣的投標人可通過以下方式獲取招標文件：從2023年6月13日開始至2023年6月20日止購買招標文件。投標人須在線填寫購買招標文件登記表，并在線支付標書款，支付成功后，投標人可自行下載招標文件。招標文件每套售價為200元人民幣或30美元，售后不退。
