3. 投標人資格要求
3.1投標人必須是所投貨物的制造商或制造商授權的代理商，若投標人為代理商則需提供制造商出具的授權書，否則其投標將被否決。如果境外投標人所投貨物包含境內部分，則投標人須具備人民幣結算能力，否則其投標將被否決。
3.2投標人如為制造商，投標人須提供營業執照（營業登記類證明文件）或經營許可證明文件。
投標人如為代理商，投標人除提供自身營業執照（營業登記類證明文件）或經營許可證明文件，還須提供制造商的營業執照（營業登記類證明文件）或經營許可證明文件。
3.3業績要求：自2018年1月1日至投標截止時間（以合同或訂單簽訂時間為準），投標貨物制造商應至少具有1套嚙合式密煉機（串聯）或類似設備的銷售業績。
證明材料包括：須提供對應的銷售合同或銷售訂單復印件，并提供驗收證明作為業績證明材料 。銷售合同或訂單的復印件須能體現簽訂時間，銷售產品內容、規格及數量，簽章雙方等關鍵信息，否則將被作為無效證明材料。合同或訂單賣方是制造商或其代理商的均認可。若銷售合同或銷售訂單中未能體現上述信息的，請附上相關的技術協議書或其他證明文件作為證明材料，否則將被作為無效業績。
3.4至投標截止時間，關境內投標人若被“信用中國”網站（www.creditchina.gov.cn）列入失信被執行人名單，其投標將被否決。
3.5本項目不接受聯合體投標。
3.6投標人在投標前應在必聯網（http://www.ebnew.com）或機電產品招標投標電子交易平臺（http://www.chinabidding.com）完成注冊及信息核驗。
3 Qualifications or Performance to Bidder：
3.1 The bidder must be the manufacturer or authorized agent of the goods being tendered. If the bidder is an agent, the authorization letter issued by the manufacturer must be provided, otherwise their bid will be rejected. If the goods offered by overseas bidders include domestic parts, the bidder must have the ability to settle in RMB, otherwise their bid will be rejected..
3.2 If a bidder is a manufacturer, it must provide business license(business registration certificate) or business permit
If the bidder is an agent, it shall not only provide its own business license (business registration certificate) or business permit, but also provide the manufacturer’s business license (business registration certificate) or business permit.
3.3 Performance requirements: From January 1, 2018 to the bidding deadline (based on the signing date of the contract or order), the bidding goods manufacturer should have at least one set of meshing internal mixer (series) or similar equipment sales performance..
Proof materials include: copies of corresponding sales contracts or sales orders must be provided, and acceptance certificates must be provided as performance proof materials. A copy of a sales contract or order must reflect key information such as the signing date, product content, specifications, quantity, and both parties signing the seal. Otherwise, it will be considered as invalid proof material. The seller of the contract or order is recognized by the manufacturer or its agent. If the above information is not reflected in the sales contract or sales order, please attach the relevant technical agreement or other supporting documents as proof, otherwise it will be considered as invalid performance.
3.4 Before the deadline for submission of bids, if a bidder from inside the PRC customs territory is listed in the list of discredited persons to be executed on the "Credit China" , its bid shall be rejected.
3.5 This project does not accept consortium bidding.
