Name of Goods:GAS TURBINE-DRIVEN CENTRIFUGAL COMPRESSOR UNITS
數量：3套
Quantity:3 set
主要技術規格：每臺燃氣輪機ISO工況下凈輸出功率不小于26MW，效率不低于36%。
Main Specifications:
The net output power of each gas turbine under ISO conditions is not less than 26MW,and the efficiency is not less than 36%.

Delivery Schedule:
從中華人民共和國關境內提供的貨物：2024年8月30日前（貨到項目現場時間，地點為中國舟山或其他買方指定地點）
For goods offered from within PRC customs territory:on or before 30th August,2024(arrival date to Zhoushan or other designated places).
從中華人民共和國關境外提供的貨物：2024年8月20日前（CIF中國寧波或其他買方指定地點）
For goods offered from outside PRC customs territory:on or before 20th August,2024.(CIF Ningbo or other designated places).
★如果交貨期超過基礎時間4周，則視為非響應性投標而予以否決。
★The bid document will be rejected if the delivery date is 4 weeks later than the basic time.
3.對投標人的資格和業績要求：

（1）資格要求
Requirements for Qualification of Bidder
A．如果投標人為境內注冊公司，投標人需提供合法有效的企業法人營業執照、稅務登記證及組織機構代碼證或證照合一的營業執照；
如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；
A．The bidder within the customs territory shall provide valid independent legal person business license,tax registration certificate,organization code certificate,or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B.投標人應為燃氣輪機制造商。本次招標不接受代理商投標。
The bidder shall be gas turbine manufacturer.Bid by agent is not accepted.
C是否接受聯合體投標：是
Joint Venture:Accepted
聯合體投標人應提供聯合體協議書。聯合體各方需要明確各自承擔的工作內容，并按照各自承擔的內容進行業績和相關資質的評審。未明確的工作將按照聯合體各方中的最低業績和資質進行評審。聯合體投標還應滿足以下要求：一、聯合體應以一個投標人的身份共同投標。聯合體各方均應具備承擔招標項目的相應能力。由同一專業的單位組成的聯合體，按照資質等級較低的單位確定資質等級。聯合體各方應當簽訂共同投標協議，明確約定各方擬承擔的工作和責任，并將共同投標協議連同投標文件一并提交招標人。聯合體中標的，聯合體各方應當共同與招標人簽訂合同，就中標項目向招標人承擔連帶責任；二、聯合體由牽頭人負責與招標方聯系，由牽頭人代表聯合體負責購買招標文件、上傳投標文件；聯合體應嚴格按照招標文件的各項要求，切實執行一切合同文件，共同承擔合同約定的一切義務和責任，同時按照內部劃分的職責，各自承擔自身的責任和風險；三、聯合體投標保證金由聯合體牽頭人提交。投標保證金對聯合體各方均具有約束力。
D.未領購招標文件是否可以參加投標:不可以

業績要求Requirement for Bidder's reference:
a)2013年1月1日至投標截止日（以合同簽署時間為準），投標人所投的燃氣輪機應具有至少1個項目（每個項目至少一臺且滿與本次投標貨物相同規格型號）作為燃驅離心式壓縮機組原動機的供貨業績。
Since January 1,2013(date of contract)to the date of bid opening,the Gas Turbine(the same product model)that Bidder supplied should have at least 1 projects（at least 1 gas turbine generator for each project）performance as the prime motor.
b)投標人所投燃氣透平驅動壓縮機自2013年1月1日至此次投標截止日（以合同簽署時間為準）至少有1套燃氣透平驅動壓縮機組的供貨業績（業績中燃氣輪機、壓縮機品牌應與本次投標品牌一致）。
Since January 1,2013(date of contract)to the date of bid opening,the GAS TURBINE-DRIVEN CENTRIFUGAL COMPRESSOR UNITS used by the bidder in this bid should have at least 1 set supplied performance（the brands of the gas turbine and the compressor should be the same with theem used by the bidder in this bid accordingly).
c)2013年1月1日至投標截止日（以合同簽署時間為準），投標人應具有至少2個項目（每個項目至少一臺）燃氣輪機驅動離心壓縮機組（燃氣輪機ISO功率不小于25MW）供貨業績。
Since January 1,2013(date of contract)to the date of bid opening,the bidder shall have at least 2 project（at least 1 gas turbine driven centrifugal compressor unit for each project）gas turbine driven centrifugal compressor units(gas turbine ISO power is not less than 25MW)supplied performance.
d)如投標人無法滿足以上a)、b)、c)的業績要求，投標人所投產品在投標前獲得中國海洋石油集團有限公司備案的首次工程應用管理認定，提供簽字蓋章的《首次工程應用管理認定申請審批表》證明文件，可視同滿足以上業績條件。
If the bidder cannot meet the requirements of the above a),b)and c)clauses,the bidder shall obtain the first project application management certification before bidding which approved by CNOOC China Ltd.The signed and sealed certification document of《Approval form of application for management identification of first engineering application of major technologies and products》can be provided as same as meeting requirements of the one above clauses.
e)已納入中國海洋石油集團有限公司三新三化清單且提供相應產品的供應商，其業績視為滿足本招標項目要求（不受上述a)、b)、c)條業績要求的限制）。
The performance of suppliers providing similar products that have been included in the"Three New Three Industrialization List"of CNOOC China Ltd shall be deemed to meet the requirements of the bidding project(not subject to the performance requirements of Section a),b)and c)above).
投標人須按規定格式提交業績表，并提交相關業績證明文件。業績證明文件包括但不限于：1）銷售合同復印件（含相關技術附件）和2）到貨驗收材料。投標人所提交的業績證明文件必須至少體現以下內容：合同簽署時間、制造商名稱、貨物名稱、項目名稱、設備的相關參數及到貨驗收材料（包括到貨簽收單、調試證明文件等）。
未提交業績證明文件，或所提供的業績證明文件無法體現合同簽署時間、制造商名稱、貨物名稱、項目名稱、設備的相關參數、均視為無效業績。
The Bidder shall furnish reference List in given form,and provide corresponding documentary evidence.The documentary evidence shall include but not limited to:1)copies of sales contract(including technical appendix)and 2)Receiving certificate of arrival of goods.The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows:Date of signing contract,name of manufacturer,name of Goods,name of project,technical requirements and Arrival acceptance materials(including arrival receipt,commissioning qualification certificate,etc.)
If no documentary evidence furnished,or documentary evidence furnished can not demonstrate Date of signing Contract,name of manufacturer,name of Goods,name of project,technical requirements and receiving certificate of arrival of goods,the relevant reference will be deemed invalid.
投標人需承諾燃驅離心式壓縮機組按照《海上固定平臺安全規則》的要求進行設計、制造、認證和檢驗。投標人應委托中國國家安全生產監督管理總局海洋石油作業安全辦公室（COOOSO）認可的船級社（ABS，DNV，CCS，BV之一）對雙燃料透平發電機組整體（包括機組橇塊外附屬設備）進行檢驗并獲得檢驗證書。
Bidders need to promise the GAS TURBINE-DRIVEN CENTRIFUGAL COMPRESSOR UNITS shall be designed,manufactured,certified and tested in accordance with the requirements of Safety Rules for Offshore Fixed Platform Issued by State Economic&Trade Commission.PRC（SETC）.Supplier shall at his own cost arrange inspection and obtain inspection compliance certificate of The GAS TURBINE-DRIVEN CENTRIFUGAL COMPRESSOR UNITS（include outside affiliated equipment of the dual fuel turbine generator Package）from one of the certifying agencies authorized by COOOSO,which are ABSDNVCCSBV.
