3、投標人資格要求
投標人應具備的資格或業績:投標人資格和業績要求：Qualification and Achievement requirements for the bidder（1）投標人必須是自主合法技術專利擁有者；投標人的聚苯乙烯生產技術轉讓業績（以有效的技術轉讓合同為準），業績證明須提供合同復印件（封面和蓋章頁）、使用單位名稱、建設規模、使用單位聯系人姓名及聯系電話。如買方需要核實，賣方應無條件配合。Bidder must be legal patent owner of technology. The bidder's references in polystyrene production technology transfer (subject to the valid technology transfer contract), and provide the copy of the contract (cover and seal page), the name of the user, the construction scale, the name and telephone number of the contact person of the user. If the buyer needs verification, the seller shall cooperate unconditionally. (2) 投標人須擁有各種（合格有效的）資質證書：如營業執照、經營許可證等（提供原件的電子版掃描件）;Bidder should have various valid qualification certificates, such as business license and operation license, etc (provide the electronic scanned copy of the original).(3) 投標人開戶銀行在開標日前三個月內開具的資信證明的原件或該原件的復印件（由投標人代表簽字或蓋章）。The Bidder shall provide the bank reference letter issued within three months prior to the date of bid opening in original or its copy (The signature or sealing by the respective of bidders is needed).（4）滿足招標人基礎設計需要的PDP文件交付時間不得超過開工會后10周，可分批次提供；操作手冊交付，不得超過開工會后40周。The delivery time of PDP documents that meet the basic design needs of the tenderee shall not exceed 10 weeks after the kick off meeting and may be provided in batches;Operation Manual shall be delivered no later than 40 weeks after the kick off meeting.(5)信譽要求：Reputation Requirements: 5.1在最近3年內未發生重大設計質量問題。No major design quality problems have occurred in the last 3 years. 5.2未被工商行政管理機關在全國企業信用信息公示系統（www.gsxt.gov.cn）列入嚴重違法失信企事業名單。Has not been included in the list of seriously illegal and dishonest enterprises and institutions by the administration for industry and commerce in the National Enterprise Credit Information Publicity System (www.gsxt.gov.cn). 5.3未被最高人民法院在“信用中國”網站（www.creditchina.gov.cn）列入失信被執行人名單；未被中國執行信息公開網（http://zxgk.court.gov.cn/）列入失信被執行人名單。Not listed on the "Credit China" website by the Supreme People's Court; not listed on the China Enforcement Information Disclosure Network (http://zxgk.court.gov.cn/) Enter the list of dishonest persons subject to execution. 5.4投標人或其法定代表人、擬委任的項目負責人無行賄犯罪行為。The bidder or its legal representative and the person in charge of the project to be appointed have no criminal act of bribery. 5.5按照《中國石油天然氣集團有限公司投標人失信行為管理辦法》開標當日未被暫?；蛉∠稑速Y格。In accordance with the "Administrative Measures for Untrustworthy Behaviors of Bidders of China National Petroleum Corporation", the bid was not suspended or disqualified from the CNPC Bidding and Bidding Network on the day of bid opening(6) 本項目不接受聯合體投標Consortium bid: will not be accepted.
