3、投標人資格要求
投標人應具備的資格或業績:Qualification requirements for the bidder
投標人資格要求：
1)Bidders must purchase and obtain the bidding documents from the Bidding Agent officially. Bidder who does not obtain bidding documents officially cannot participate in the bidding.
已在招標代理機構處正式領購招標文件的投標人才可以參加投標。
2)Bidders must successfully register and finish verification procedure on China International Bidding website (www.Chinabidding.com) before deadline of bid submission.
投標人必須于投標截止期前在機電產品招標投標電子交易平臺上成功注冊并完成核驗。
3)Bidder must be the manufacturer itself or its directly authorized agent. If the bidder is an agent, must provide the original official authorized letter, otherwise the bid will be rejected. (The copy must be signed by authorized representative or sealed officially.)
投標人必須是制造商或制造商直接授權的代理商；如為代理商投標，必須提供制造商對本次投標的正式授權書原件（如為復印件，需投標人代表簽字或加蓋公章），否則將視為無效投標。
4)Bidder (For Domestic Bidders) must provide the printed version of various valid qualification certificates, such as business license and operation license, etc. (The copy must be signed by authorized representative or sealed officially.)
投標人（國內投標人）須提供各種（合格有效的）資質證書的復印件：如營業執照、經營許可證等（如為復印件，需投標人代表簽字或加蓋公章）；
Bidder (For Foreign Bidders) must provide a copy of valid business registration certificate and its qualified translation. (Signature or seal of the bidder's authorised representative is required.)
投標人（國外投標人）須提供有效的商業登記證復印件及符合要求的翻譯件（需投標人授權代表簽字或蓋章）。
5)If the person in charge of a company has holding or management relationship of the other company, or that person is also in charge of another company, these two companies shall not participate in the bidding of the same project. (Must provide commitment letter.)
單位負責人為同一人或者存在控股、管理關系的不同單位，不得參加同一招標項目投標。
6)The Bidder shall not be in either a condition of liquidation, assets being taken over or frozen, or being bankrupt. (Must provide commitment letter.)
投標人沒有處于被責令停業、財產被接管、凍結、破產狀態。
7)The Bidder must provide the bank reference letter issued within three months prior to the date of bid opening in original or its copy (The copy must be signed by authorized representative or sealed officially).
投標人開戶銀行在開標日前三個月內開具的資信證明的原件或該原件的復印件（如為復印件，需投標人代表簽字或加蓋公章）。
是否接受聯合體投標:不接受
未領購招標文件是否可以參加投標:不可以
