二、申請人的資格要求 2. Qualification Requirements for Suppliers

(a)滿足《中華人民共和國政府采購法》第二十二條規定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落實政府采購政策需滿足的資格要求：促進中小企業發展、促進殘疾人就業。根據《政府采購促進中小企業發展管理辦法》（財庫[2020]46號）及《關于進一步加大政府采購支持中小企業力度的通知》〔2022〕19號規定執行。

(b)Qualification requirements to be met to implement government procurement policies:We will promote the development of small and medium-sized enterprises and the employment of persons with disabilities. In accordance with the Administrative Measures for Government Procurement to Promote the Development of Small and Medium-sized Enterprises (Finance [2020]46) and the Notice on Further Strengthening Government Procurement to Support Small and medium-sized Enterprises (2022) 19.

(c)本項目的特定資格要求：具備建設部頒發的建筑工程施工總承包三級及其以上資質，本項目專門面向中小企業采購。

(c)Specific qualification requirements for this program:With the Ministry of Construction issued by the construction of the construction of the general contracting of Grade 3 and above qualification, this project is specially for small and medium-sized enterprises procurement.
