Qualification Requirements for Suppliers (a)滿足《中華人民共和國政府采購法》第二十二條規定； (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China"; (b)落實政府采購政策需滿足的資格要求：本次采購執行政府強制或優先采購節能環保產品、支持中小微企業、促進殘疾人就業、支持監獄和戒毒企業、扶持不發達地區和少數民族地區以及限制采購進口產品等相關政策。如報價產品的服務提供商為中小微企業，則須在響應文件中提供符合財庫﹝2020﹞46 號文格式要求的中小企業聲明函；如報價人為殘疾人福利性單位，則須在響應文件中提供符合財庫〔2017〕141號文格式要求的殘疾人福利性單位聲明函，一旦成交將在成交公告中公告其聲明函，接受社會監督；若提供聲明函與事實不符的，將依照《中華人民共和國政府采購法》第七十七條第一款的規定追究法律責任。 (b)Qualification requirements to be met to implement government procurement policies:?This procurement is subject to the government's compulsory or priority policies on the purchase of energy-saving and environmental protection products, supporting small, medium and micro enterprises, promoting the employment of the disabled, supporting prison and drug rehabilitation enterprises, supporting underdeveloped areas and ethnic minority areas, and restricting the purchase of imported products. (c)本項目的特定資格要求：1）具有中華人民共和國住房和城鄉建設部###市政公用工程施工總承包三級或以上資質；2）項目負責###市政公用工程專業二級注冊建造師資格，具備有效的安全生產考核合格證書。該項目負責人以###市****網站上查詢為準；3）未被列入“****網站失信被執行人名單、重大稅收違法案件當事人名單和中****網(********)政府采購嚴重違法失信行為記錄名單的供應商；4）財務狀況良好，具有履行合同的能力，合法合規經營，未受到法律制裁；具有良好的商業信用和行業信譽；近三年沒有因違法違規行為被相關部門予以處罰或者通報的記錄；5）本項目專門面向中、小、微型企業，事業法人等各類供應商采購。(殘疾人福利性單位、監獄企業視同小型、微型企業。)如供應商為中小企業，且滿足《政府采購促進中小企業發展管理辦法》(財庫[2020]46號)規定條件的，必須如實提供《中小企業聲明函》。 (c)Specific qualification requirements for this program:?1)Having the qualification of Grade 3 or above issued by the Ministry of Housing and Urban-Rural Development, PRC;2) The project leader shall have the qualification of second-level registered builder of municipal public engineering major and a valid certificate of safety production assessment.
