簡要規則描述：馬家浜（川橋路-規劃翠柏路）河道建設工程位于上海市浦東新區馬家浜，北起川橋路，南至規劃翠柏路，長約2.1公里，為規劃次干河道，河口寬按規劃藍線40米實施，兩側陸域控制帶帶結合現狀因地制宜按0-20米布置防汛通道和綠化。主要建設內容為河道開挖與疏拓工程、護岸工程、橋梁工程、防汛通道、綠化工程及相關附屬工程，以及征地動遷、管線和綠化搬遷等前期工作。為配合馬家浜（川橋路-規劃翠柏路）河道建設工程主體施工，需前期對有關影響工程主體施工的電力管線進行搬遷。

Brief Specification Description:Majiabang(Chuanqiao Road-Planning Cuibai Road)river construction project is located in Majiabang,Pudong New Area,Shanghai,starting from Chuanqiao Road in the north and planning Cuibai Road in the south,about2.1km,for the planning of the secondary river channel,estuary width according to the planned blue line40Rice implementation,both sides of the land control belt combined with the current situation according to local conditions0-20Rice layout of the flood control channel and greening.The main construction contents are river excavation and drainage engineering,bank protection engineering,bridge engineering,flood control channel,greening engineering and related ancillary projects,as well as land expropriation and relocation,pipeline and greening relocation and other preliminary work.

二、申請人的資格要求2.Qualification Requirements for Suppliers

(a)滿足《中華人民共和國政府采購法》第二十二條規定；

(a)Meet the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

(b)落實政府采購政策需滿足的資格要求：（1）落實預留份額措施，提高中小企業在政府采購中的份額，支持中小企業發展：本項目是專門面向中小企業采購，評審時，中小企業產品均不執行價格折扣優惠。
（2）扶持監獄企業、殘疾人福利性單位，并將其視同小微型企業；
（3）優先采購節能環保產品政策：在技術、服務等指標同等條件下，對財政部財庫〔2019〕18號和財政部財庫〔2019〕19號文公布的節能環保產品品目清單中的產品實行優先采購；對節能產品品目清單中以“★”標注的產品，實行強制采購。供應商須提供具有國家確定的認證機構出具的、處于有效期之內的認證證書方能享受優先采購或強制采購政策。
(4）購買國貨政策：本項目（否）接受進口產品。

(c)本項目的特定資格要求：1、具有住建部電力工程施工總承包三級及以上資質；
2、具有“國家能源局監管局（或國家電力監管委員會）”頒發的承裝、承修、承試五級以上（含五級）電力設施許可證；
3、安全生產許可證（有效期內）；
4、供應商擬派項目負責人的機電工程專業二級（含以上級）注冊建造師執業資格，具備有效的安全生產考核合格證書，且未擔任其他在建的建設工程項目的項目負責人。

(c)Specific qualification requirements for this program:1、With the Ministry of Housing and Urban-Rural Development of electric power engineering construction general contracting level 3 or above qualification;2Have the power facility license of installation,repair and test above level 5(including level 5)issued by the National Energy Administration Regulatory Bureau(or the State Power Regulatory Commission);3,Safety production license(within the validity period);4,Secondary qualification of registered construction engineer of mechanical and electrical engineering(including superior)assigned by the supplier,with valid safety production assessment certificate,and did not serve as the project leader of other construction projects under construction.

(i)符合《中華人民共和國政府采購法》第二十二條的規定；

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

(ii)未被“信用中國”、中國政府采購網（www.ccgp.gov.cn）列入失信被執行人、重大稅收違法案件當事人名單、政府采購嚴重違法失信行為記錄名單；

(ii)Not included in the list of dishonest persons subject to enforcement,the list of parties to major tax violation cases,or the list of records of serious illegal and dishonestacts in government procurement by"Credit China",China Government Procurement Network(www.ccgp.gov.cn);
