3、投標人資格要求
投標人應具備的資格或業績:（1）資格要求
Requirements for Qualification of Bidder
A. 如果投標人為境內注冊公司，投標人具有合法有效的企業法人營業執照、稅務登記證及組織機構代碼證或證照合一的營業執照，投標時需提供原件掃描件（原件備查）;如果投標人為境外注冊公司，需提供有效的公司登記注冊證明。
A. If the Bidder is domestic registered company,The bidder shall have the legal and valid business license of enterprise legal person, tax registration certificate and organization code certificate or the business license combined with the certificate and license. The scanned copy of the original shall be provided during bidding (the original copy for reference);If the bidder is an overseas registered company, it shall provide valid company registration certificate.
B. 投標人可為投標設備的制造商或代理商。若投標人為代理商，投標人應得到本次投標所投產品的制造商同意其為本次投標提供該產品的合法正式授權書。
B. Bidders can be the manufacturers or Agents of the bidding equipment. If the bidder is the Agent,the bidder shall obtain the manufacturer's consent to provide the product with the legal official authorization for the bid.

（3）業績要求
Requirement for Bidder's reference:
a)2018年1月1日至投標截止日（以合同簽署時間為準），投標人所投產品的制造商應具有至少一臺套應用于動力站燃油燃氣鍋爐或動力站燃氣鍋爐的燃燒器的供貨業績。
且同時滿足以下技術指標：
①鍋爐工況下的NOx排放量≤50mg/Nm3（鍋爐工況：負荷30%～100%，煙氣再循環量≤15%，基準氧含量3%干基，若有脫硝系統工況參數需為脫硝前的工況參數）；
②鍋爐蒸發量≥130T/H；
③主蒸汽壓力等級≥9.8MPa；
④主蒸汽溫度525±5℃；
⑤有煙氣外循環系統（FGR）；
⑥氣體燃料為煉廠燃料氣或天然氣；
⑦液體燃料為輕質燃料油。
a) Until January 1,2018 to the deadline for submission of bids (subject to the time of signing the contract)，Manufacturer of the product offered by the bidder should have at least one set of oil and gas boiler or gas boiler burner delivery performance for power station.And at the same time meet the following technical indicators:
(1) NOx emission under boiler working condition ≤50mg/Nm3 (boiler working condition: load 30% ~ 100%, flue gas recirculation amount ≤15%, base oxygen content 3% dry base, if there is a denitration system working parameters need to be the working parameters before denitration);
② Boiler evaporation capacity ≥130T/H;
③ Main steam pressure grade ≥9.8MPa;
④ Main steam temperature 525±5℃ ;
⑤ There is a flue gas external circulation system (FGR);
⑥ The gas fuel is refinery fuel gas or natural gas;
⑦ Liquid fuel is light fuel oil.
投標人須按規定格式提交業績表，并提交相關業績證明文件。業績證明文件包括：1）銷售合同和2）用戶簽字或蓋章的到貨驗收材料（到貨驗收單或調試驗收報告或其他可以證明合同項下貨物已經到貨驗收的有效證明材料）。投標人所提交的業績證明文件必須至少體現以下內容：合同簽署時間、合同簽署頁（國內貿易合同應有雙方蓋章，國際貿易合同應有雙方簽字或蓋章）、制造商名稱、貨物名稱、應用場景（應用于動力站燃油燃氣鍋爐或動力站燃氣鍋爐）、鍋爐工況、鍋爐工況下的NOx排放量（以第三方報告為準，報告至少加蓋特種設備檢測研究院或SGS或CNAS或CMA認證章之一）、鍋爐蒸發量、主蒸汽壓力等級、主蒸汽溫度、煙氣外循環系統（FGR）、氣體燃料、液體燃料、用戶簽字或蓋章的到貨驗收材料。
若業績合同為年度協議，除提供年度協議外，還應提供相應的已到貨訂單，訂單內容或編號應與年度協議相關聯。同一個年度協議下提供1個或以上的訂單及與訂單對應的到貨驗收材料均算為1個有效業績。
未提交業績證明文件，或通過所提供的業績證明文件無法認定滿足上述業績要求的，均視為無效業績
The bidder shall submit the performance table in the prescribed format, and submit the relevant performance certification documents. Performance proof documents include: 1) Sales contract and 2) arrival acceptance materials signed or sealed by the user (arrival acceptance sheet or debugging acceptance report or other effective certification materials that can prove that the goods under the contract have arrived for acceptance). The performance documents submitted by the bidder must at least reflect the following contents: Contract signing time, contract signing page (domestic trade contract shall be sealed by both parties, international trade contract shall be signed or sealed by both parties), manufacturer name, goods name, application scenario (applied to fuel gas boiler or gas boiler of power station), boiler working condition, NOx emission under boiler working condition (subject to third-party report), Report with at least one of the Special Equipment Testing Institute, SGS, CNAS or CMA certification seals), boiler evaporation, main steam pressure rating, main steam temperature, flue gas external circulation system (FGR), gas fuel, liquid fuel, customer signature or seal of the arrival of acceptance materials.
If the performance contract is an annual agreement, in addition to the annual agreement, the corresponding incoming orders should be provided, and the contents or numbers of the orders should be associated with the annual agreement. The provision of 1 or more orders and the arrival and acceptance materials corresponding to the orders under the same annual agreement shall be counted as 1 valid performance.
Failure to submit performance documentation, or through the performance documentation provided cannot be determined to meet the above performance requirements, shall be regarded as invalid performance.
