Qualification Requirements for Suppliers (a)滿足《中華人民共和國政府采購法》第二十二條規定； (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China"; (b)落實政府采購政策需滿足的資格要求：本采購項目執行強制采購節能產品、環境認證產品政策、鼓勵節能政策、鼓勵環保政策、扶持中小企業政策、支持監獄企業發展政策、殘疾人福利性單位政策、購買國貨政策等的政府采購政策。本項目是專門面向中小企業采購，評審時，中小企業產品均不執行價格折扣優惠。 (b)Qualification requirements to be met to implement government procurement policies:?This procurement project implements government procurement policies such as mandatory procurement of energy-saving products, environmental certification product policies, encouragement of energy-saving policies, encouragement of environmental protection policies, support for small and medium-sized enterprises policies, support for the development of prison enterprises policies, policies for welfare units for people with disabilities, and policies for purchasing domestic products. (c)本項目的特定資格要求：（1）投標人行業信譽、財務狀況良好；（2）具備通信工程施工總承包三級及以上資質；（3）擬安排項目經理須為通信與廣電工程一級及以上注冊建造師執業資格，具備有效的安全生產考核合格證書，且未擔任其他在建的建設工程項目的項目負責人。（4）具備建設部門頒發的《安全生產許可證》（在有效期）； （5）未被“信用中國”和中****網（********）列入失信被執行人、重大稅收違法案件當事人名單、政府采購嚴重違法失信行為記錄名單；（6）本項目不接受聯合體形式。 (c)Specific qualification requirements for this program:?(1) The bidder has a good industry reputation and financial condition; (2) Having the third level or above qualification for general contracting of communication engineering construction; (3) The proposed project manager must hold a first level or higher registered construction engineer qualification in communication and broadcasting engineering, possess a valid safety production assessment certificate, and not serve as the project leader for other ongoing construction projects. (4) Having a valid Safety Production License issued by the construction department; (5) Not included in the list of dishonest persons subject to enforcement, parties involved in major tax violations, and records of serious illegal and dishonest behavior in government procurement by "Credit China" (******** ********) and China Government Procurement Network (******** ********); (6) This project does not accept consortium forms.
