二、申請人的資格要求 2. Qualification Requirements for Bidder

(a)滿足《中華人民共和國政府采購法》第二十二條規定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落實政府采購政策需滿足的資格要求：促進中小企業發展、促進殘疾人就業。根據《政府采購促進中小企業發展管理辦法》（財庫[2020]46號）及《關于進一步加大政府采購支持中小企業力度的通知》〔2022〕19號規定執行。

(b)Qualification requirements to be met to implement government procurement policies: We will promote the development of small and medium-sized enterprises and the employment of persons with disabilities. In accordance with the Administrative Measures for Government Procurement to Promote the Development of Small and Medium-sized Enterprises (Finance [2020]46) and the Notice on Further Strengthening Government Procurement to Support Small and medium-sized Enterprises (2022) 19.

(c)本項目的特定資格要求：3、根據《上海市政府采購供應商登記及誠信管理辦法》已登記入庫的供應商；4、其他資格要求：1）供應商須為法人、其他組織或者自然人，法人的分公司或者分支機構須取得總公司授權； 2）本項目專門面向中小企業采購。（殘疾人福利性單位、監獄企業視同小型、微型企業。）如投標人為中小企業，且滿足《政府采購促進中小企業發展管理辦法》（財庫[2020]46號）規定條件的，必須提供《中小企業聲明函》3）本項目不允許轉包。

(c)Specific qualification requirements for this program: 3. Suppliers that have been registered in the warehouse according to the Shanghai Municipal Government Procurement Supplier Registration and Integrity Management Measures; 4. Other qualification requirements: 1) The supplier shall be a legal person, other organization or natural person, and the branch or branch of the legal person shall be authorized by the head office; 2) This project is designed for small and medium-sized enterprises. (Welfare units for the disabled and prison enterprises shall be regarded as small and micro enterprises.) If the bidder is a small and medium-sized enterprise, and meets the conditions stipulated in the Administrative Measures for Government Procurement to Promote the Development of Small and Medium-sized Enterprises (Finance [2020]46), the SME Declaration Letter must be provided. 3) Subcontracting of the project is not allowed.

(i)符合《中華人民共和國政府采購法》第二十二條的規定；

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

(ii)未被“信用中國”、中國政府采購網（www.ccgp.gov.cn）列入失信被執行人、重大稅收違法案件當事人名單、政府采購嚴重違法失信行為記錄名單；

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" , China Government Procurement Network (www.ccgp.gov.cn) ;
