簡要規格描述或項目基本概況介紹、用途：為落實上海市《關于加強本市城市管理精細化工作的實施意見》文件精神，結合城市管理執法工作實際，浦東城管執法局不斷推進實施精細化建設工作，根據浦東新區印發的《關于印發< 關于加強本市城管執法精細化三年行動計劃（2024-2026）>的通知》（滬城管執〔2024〕36 號）要求。為進一步加強城市精細化管理，擬通過購買服務的方式，選取一家合格的供應商進行常態化定點和區域數據采集。對新區示范化區域、區級監管道路等特殊監管區域利用數據采集車輛定期巡邏，建立影像歷史資源庫。通過圖像智能比對、大數據分析、AI 智能分析、智能感知等技術，實現對沿街市容違法行為的智能預警、智能疏導等監管措施。（具體詳見第三章采購需求書）

合同履約期限：本項目預算服務期限為1年，日期為2025年1月1日起到2025年12月31日止。本次采購工作完成前由臨時服務單位履行服務，如本次中標人非臨時服務單位，在此期間所產生的服務費，待項目采購完成后由中標人按中標價折算支付給臨時服務單位相應的服務費用。本項目采取招一續二的形式，對工作質量考核達標的中標人可以續標，服務期限合計不超過三年，即合同一年一簽，最長不超過三年，具體以合同簽訂日期為準。

The Contract Period: The budget service period for this project is 1 year, from January 1, 2025 to December 31, 2025. Before the completion of this procurement work, the temporary service unit shall provide services. If the winning bidder is not a temporary service unit, the service fees incurred during this period shall be converted and paid to the temporary service unit by the winning bidder according to the winning bid price after the project procurement is completed. This project adopts the form of one to two bidding, and the winning bidder who meets the work quality assessment standards can renew the bid. The total service period shall not exceed three years, that is, the contract shall be signed once a year, and the longest shall not exceed three years, subject to the date of contract signing.

二、申請人的資格要求 2. Qualification Requirements for Bidder

(a)滿足《中華人民共和國政府采購法》第二十二條規定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落實政府采購政策需滿足的資格要求：（1）落實預留份額措施，提高中小企業在政府采購中的份額，扶持中小企業政策：本項目專門面向小微企業采購，評審時小微企業產品均不執行價格折扣優惠；（2）殘疾人福利性單位，并將其視同小微型企業。

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically aimed at small and micro enterprises for procurement, and during the evaluation process, small and micro enterprise products will not be subject to price discounts; (2) Welfare units for disabled people and treat them as small and micro enterprises.

(c)本項目的特定資格要求：（3）須系我國境內依法設立的法人或非法人組織（本項目不接受分公司以自己名義參加采購活動）；
（4）本項目不允許轉包。
