Brief Specification Description: Provide agency construction services for the exterior wall renovation project of Huinan Minle City (Kangyuan, Langyuan, Jinyuan, Xinyuan) in 2024. The main content of the service includes daily organization and coordination of the project, investment management, contract management, safety management, schedule management, quality management, material management, information management, and other related work. The specific project content, procurement scope, and specific requirements to be met shall be subject to the corresponding provisions of the negotiation document (see procurement requirements for details).

合同履約期限：自合同簽訂之日起至整個項目代理建設服務范圍內各項目全部驗收完畢，并向采購人完整提供相關服務文檔之日止

二、申請人的資格要求 2. Qualification Requirements for Suppliers

(a)滿足《中華人民共和國政府采購法》第二十二條規定；

(b)落實政府采購政策需滿足的資格要求：鼓勵節能政策、鼓勵環保政策、扶持中小企業政策、支持監獄企業發展政策、殘疾人福利性單位政策、購買國貨等政府采購政策。

(1)本次采購需要網上響應，供應商必須獲得上海市電子簽名認證證書（CA認證證書）；
(2)具有有效的營業執照或相關證件；
(3)具有承接本項目的人員、設備及其他條件；
(4)具有良好的商業信譽和健全的財務會計制度；
(5)有依法繳納稅收和社會保障資金的良好記錄；
(6)供應商在近三年內無違法犯罪記錄；
(7)未被列入“信用中國”網站失信被執行人名單、重大稅收違法案件當事人名單和中國政府采購網(www.ccgp.gov.cn)政府采購嚴重違法失信行為記錄名單的供應商；
(8)法人依法設立的分支機構以自己的名義參與磋商時，應提供依法登記的相關證明材料和由法人出具的授權其分支機構在其經營范圍內參加政府采購活動并承擔全部民事責任的書面聲明。法人與其分支機構不得同時參與同一項目的采購活動；
(9)本項目專門面向中小企業采購；
(10)是否允許聯合體響應：不允許。

Other qualification requirements: (1) This procurement requires online response, and the supplier must obtain the Shanghai Electronic Signature Certification Certificate (CA Certification Certificate); (2) Having a valid business license or relevant documents; (3) Having the personnel, equipment, and other conditions to undertake this project; (4) Having a good business reputation and a sound financial accounting system; (5) Have a good record of paying taxes and social security funds in accordance with the law; (6) The supplier has no criminal record in the past three years; (7) Suppliers who are not included in the list of dishonest persons subject to enforcement on the "Credit China" website (www.creditchina. gov.cn), the list of parties involved in major tax violations, and the list of records of serious illegal and dishonest behavior in government procurement on the China Government Procurement Network (www.ccgp. gov.cn);etc

(i)符合《中華人民共和國政府采購法》第二十二條的規定；
