Qualification Requirements for Suppliers (a)滿足《中華人民共和國政府采購法》第二十二條規定； (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China"; (b)落實政府采購政策需滿足的資格要求：（1）落實預留份額措施，提高中小企業在政府采購中的份額，支持中小企業發展：本項目是專門面向中小企業采購，評審時，中小企業產品均不執行價格折扣優惠。（2）扶持監獄企業、殘疾人福利性單位，并將其視同小微型企業；（3）優先采購節能環保產品政策：在技術、服務等指標同等條件下，對財政部財庫〔2019〕18號和財政部財庫〔2019〕19號文公布的節能環保產品品目清單中的產品實行優先采購；對節能產品品目清單中以“★”標注的產品，實行強制采購。供應商須提供具有國家確定的認證機構出具的、處于有效期之內的認證證書方能享受優先采購或強制采購政策。(4）購買國貨政策：本項目不接受進口產品。 (b)Qualification requirements to be met to implement government procurement policies:?(1) Implement reserved quota measures, increase the share of small and medium-sized enterprises in government procurement, and support the development of small and medium-sized enterprises: This project is specifically aimed at purchasing for small and medium-sized enterprises, and during the evaluation, no price discounts will be implemented for their products. (c)本項目的特定資格要求：（1）具有建筑工程施工總承包三級及其以上資質，且具備有效的安全生產許可證；（2）供應商擬派項目經理須具有建筑工程專業二級（含以上級）注冊建造師執業資格，具備有效的安全生產考核合格證書，該項目負責人以###市****網站上查詢為準；（3）符合《關于對接國際高標準經貿規則推進試點地區政府采購改革的指導意見》（滬財采〔2024〕12號）第17條規定的供應商，不得參加本項目的采購活動。（4）本項目僅面向中小企業（含中型、小型、微型企業）采購。 (c)Specific qualification requirements for this program:?(1) Having a third level or higher qualification for general contracting of construction projects, and possessing a valid safety production license; (2) The project manager proposed by the supplier must have a registered construction engineer qualification of Level 2 (including higher levels) in the field of construction engineering, and possess a valid safety production assessment certificate. The project leader shall be based on the information available on the Shanghai Building Materials Industry website; (3) Suppliers who comply with Article 17 of the Guiding Opinions on Promoting Government Procurement Reform in Pilot Areas in Connection with International High Standard Economic and Trade Rules (Hu Cai Cai Cai [2024] No. 12) are not allowed to participate in the procurement activities of this project. (4) This project is only available for procurement to small and medium-sized enterprises (including medium, small, and micro enterprises).
