This bidding project has fulfilled the approval and filing procedures as required, meets the bidding conditions, and is inviting you to bid now.
二、項目概況與招標范圍 Project Overview and Biddding Scope
2.1 項目概況Project overview:
項目業主名稱：SCOP(STATE COMPANY FOR OIL PROJECTS)
項目整體工作范圍：伊拉克國家石油公司（State Company for Oil Project）計劃在納西里耶投資新建一個400萬桶原油的罐區，用于接收Ahdeb、Badra、Gharaf、Nassiriya和Abu Amood油田的原油，項目一期計劃建設252萬桶庫容量（7個66000m³浮頂儲罐），項目二期計劃建設126萬桶庫容量（3個66000m³浮頂儲罐）。CPP作為該項目一期階段的EPC總承包商，負責7個66000m³原油儲罐、2個23000 m³的原油泄壓儲罐，2個10000 m³水儲罐建設，以及儲罐區配套的泵站、計量、取水、發電、通信、工藝管線、消防等系統設計、采辦、施工、試運工作。該項目計劃于 2025 年 4 月之前完工。
Owner: State Company for Oil Project (SCOP)
Nassiriya New Crude Oil Depot with a working capacity of about four million barrels (637,000 M³) is the proposed depot to accommodate the produced crude from the following fields: Ahdeb Field, Badra Field, Gharaffield, Nassiriya field and Abu Amood field. Total capacity shall be about four million barrels (637,000 M³), for Phase (I) it shall be 2.52 million barrels (401,000 M³), and for Phase (II), it shall be 1.26 million barrels (200,500 M³).CPP win to build all tanks for phase (I), including 7 Floating roof tanks (66000m³), and their accessories. Two relief tanks(23000 m³), capacity of each tank is 23000 m3 , one for heavy & the other for light crude oil .Two fire water steel tank of 10,000 m³ Capacity from continuous water supply. The project is planned to be completed prior April, 2025.
2.2 招標范圍Bidding Scope：電力散材 Electrical Bulk Materials.
2.3 交貨地點Delivery place：伊拉克烏姆卡薩港（UMM QASR Port Iraq）。
2.4 交貨期Delivery time：5個月 within 5months.
2.5 技術要求詳見第六章技術文件。For the technical requirements please refers to Chapter 6.
三、投標人資格要求 Bidder Eligibility Requirements
3.1 投標供應商須是中華人民共和國境內依法注冊，具有獨立法人資格，在法律和財務上獨立、合法運作并獨立于采購需求人（采購實施人）的貿易商。
3.2 投標人應具有進出口資質，并在中國海關企業進出口信用信息公示平臺http://credit.customs.gov.cn注冊（以開標當天查詢為準）。
3.3 投標供應商在“國家企業信用信息公示系統”網站（www.gsxt.gov.cn）未被列入經營異常名錄和嚴重違法失信企業名單；投標供應商、法定代表人或者負責人未被人民法院在“信用中國”網站列入失信被執行人；2021年1月1日至投標截止時間，投標供應商或其法定代表人（單位負責人）無行賄犯罪行為（在“中國裁判文書網”網站（wenshu.court.gov.cn）查詢）。
3.4 投標供應商未被中國石油天然氣集團有限公司/中國石油管道局工程有限公司列入黑名單、暫停投標資格或取消投標人資格，并且近3年內未與管道及所屬單位有重大合同糾紛或者商業糾紛。
4、招標文件的獲取Acquisition of bidding documents
4.1 招標文件發售時間：2025年3 月20 日8:00:00至 2025年 3月 26 日23:59:59（北京時間，下同）。……購買招標文件。招標文件售價為 200  （元）人民幣。
