Qualification Requirements for Suppliers (a)滿足《中華人民共和國政府采購法》第二十二條規定； (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China"; (b)落實政府采購政策需滿足的資格要求：（1）項目執行《政府采購促進中小企業發展管理辦法》的通知（財庫〔2020〕46號）及《關于進一步加大政府采購支持中小企業力度》的通知（財庫〔2022〕19號）；（2）落實預留份額措施，提高中小企業在政府采購中的份額，扶持中小企業政策：本項目專門面向中小企業采購，評審時中小企業產品均不執行價格折扣優惠；（3）扶持監獄企業、殘疾人福利性單位，并將其視同小微型企業；（4）優先采購節能環保產品政策：在技術、服務等指標同等條件下，對財政部財庫〔2019〕18號和財政部財庫〔2019〕19號文公布的節能環保產品品目清單中的產品實行優先采購；對節能產品品目清單中以“★”標注的產品，實行強制采購。供應商須提供具有國家確定的認證機構出具的、處于有效期之內的認證證書方能享受優先采購或強制采購政策；（5）購買國貨政策：本項目不接受進口產品；（6）按照《中小企業劃分標準規定》（工信部聯企業[2011]300號），本項目中小企業所屬的行業為建筑業。 (b)Qualification requirements to be met to implement government procurement policies:?(1) Notice of the project implementation of the "Management Measures for Government Procurement to Promote the Development of Small and Medium-sized Enterprises" (Finance [2020] No. 46) and "On Further Strengthening Government procurement to Support Small and medium-sized Enterprises" (Finance [2022] No. 19); (2) Implement the quota reservation measures, increase the share of smes in government procurement, and support the policies of smes: This project is specifically aimed at the procurement of smes, and the products of smes will not be subject to price discounts during the evaluation; (3) Support prison enterprises and welfare units for the disabled, and treat them as small and micro ********(More details can be found in the Chinese announcement） (c)本項目的特定資格要求：3、 須系我國境內依法設立的法人或非法人組織（本項****公司以自己名義參加采購活動）；4、 項目負責人須具有###市園林綠化工程從業人員項目負責人電子卡》或園林專業中級及以上職稱；5、 園林綠化施工企業項目負責人須具有《園林綠化施工企業項目負責人質量安全生產考核合格證書》，###市在建項目記錄；6、 企業具有有效的安全生產許可證；7、 擬派管理人員要求：根據項目實際情況設置，最低應為4人（含）以上，且需包含園林項目負責人、安全員、質量員、材料員(取樣員)各1名；8、 本項目僅面向中、小、微型等各類供應商采購；9、 本項目不允許轉包。 (c)Specific qualification requirements for this program:?3.
