招標人為中石油管道局伊拉克納西里耶儲油庫項目部，項目資金來源已落實。本招標項目已按要求履行了相關報批及備案等手續，具備招標條件，現進行公開招標。

二、項目概況與招標范圍 Project Overview and Tendering Scope

2.1項目概況：伊拉克國家石油公司（State Company for Oil Project）計劃在納西里耶投資新建一個400萬桶原油的罐區，用于接收Ahdeb、Badra、Gharaf、Nassiriya和Abu Amood油田的原油，項目一期計劃建設252萬桶庫容量（7個66000m³浮頂儲罐），項目二期計劃建設126萬桶庫容量（3個66000m³浮頂儲罐）。CPP作為該項目一期階段的EPC總承包商，負責7個66000m³原油儲罐、2個23000 m³的原油泄壓儲罐，2個10000 m³水儲罐建設，以及儲罐區配套的泵站、計量、取水、發電、通信、工藝管線、消防等系統設計、采辦、施工、試運工作。

Iraq's State Company for Oil Project plans to invest in a new 4 million barrel tank farm in Nasiriyah to receive crude from the Ahdeb, Badra, Gharaf, Nassiriya and Abu Amood fields. The first phase of the project plans to build 2.52 million barrels of storage capacity (7 66,000m ³ floating roof storage tanks), and the second phase of the project plans to build 1.26 million barrels of storage capacity (3 66,000 m³ floating roof storage tanks). As the EPC general contractor of the first phase of the project, CPP is responsible for the construction of 7 66,000m ³ crude oil storage tanks, 2 23,000 m³ crude oil pressure relief tanks, 2 10,000 m³ water storage tanks, as well as the design, acquisition, construction and trial operation of pumping stations, metering, water intake, power generation, communication, process pipelines, fire fighting and other systems supporting the storage tank area.

2.2 招標范圍：本次招標采購物資詳見下表 Scope of Supply:

2.3 交貨地點：CFR伊拉克烏姆卡薩港

2.3 交貨期 Delivery time：

最短交貨期，但最晚交貨時間不得晚于訂單下達后180日歷日內。

The Tender should provide its shortest delivery time,and the latest delivery time that tendering requires shall be no later than 180 calendar days after the P.O.

三、投標人資格要求 Bidder qualification requirement

3.1 本次招標 不接受 聯合體投標。

Bids from joint venture are not accepted.

3.2投標人要求具有獨立法人資格，為此招標項目的專業生產、制造、安裝、調試的制造商，對其提供的貨物和服務負全部責任；在法律和財務上獨立，合法運作并獨立于招標人（招標機構）的制造商。

The supplier should be the manufacturer or trader or agent of this bidding project, who possesses independent legal personality and shall take full responsibility to the goods and service. A manufacturer that is legally and financially independent, operates legitimately, and is independent of the tenderee (bidding authority).

3.3 本次招標要求投標人應具備有效的ISO9001證書。

The tender requires that bidders shall possess valid ISO9001 Certificate.

3.4財務要求：

1）中國境內投標人要求：投標人財務狀況良好（其中資產負債率小于100%），沒有處于財產被接管、破產或其他關、停、并、轉狀態；在最近三年沒有與騙取合同有關以及其他經濟方面的違法行為。投標人需提供2023年的經會計師事務所或審計機構審計的完整的財務審計報告，包括但不限于資產負債表、現金流量表、利潤表和財務情況說明書（或報表附注）的復印件（須由注冊會計師簽字蓋章）。

Financial requirement:

1) Requirements of bidders in China: The bidder has a sound financial status (with a debt-to-asset ratio of less than 100%) and is not under any receivership, bankruptcy, or other states of suspension, termination, merger, or transfer. In the past three years, the bidder has not been involved in any fraudulent contract-related or other economic illegal activities. The bidder is required to provide a complete financial audit report for the year 2023, audited by an accounting firm or auditing institution, including but not limited to copies of the balance sheet, cash flow statement, income statement, and financial situation statement (or notes to the financial statements) (signed and stamped by a certified public accountant).

2）中國境外投標人要求：中國境外投標人應在投標文件中承諾，經商務和技術評審合格后在授標函簽發前提供上1年（2023年）經審計的財務報告。投標人的財務報告應由招標人進行評估；如發現投標人存在破產或不能履行合同風險的，招標人有權取其中標資格。

2) Requirements of outside of China: bidders outside China shall undertake in the bidding documents to provide the audited financial report of the previous year (2023) before the issuance of the award letter after passing the commercial and technical evaluation. The bidder's financial report shall be evaluated by the tenderer; If it is found that the bidder has the risk of bankruptcy or failure to perform the contract, the tenderer has the right to take the qualification of winning the bid.

3.5信譽要求：Credit requirements:

1）投標人須具有良好的信譽和職業道德，自2022年1月1日至報價截止日在經營活動中沒有因違法經營受到責令停產停業、吊銷許可證或者執照（格式VI-14）；2）在國家企業信用信息公示系統（http://www.gsxt.gov.cn) 未被列入經營異常名錄和嚴重違法失信企業名單（已經移出的按照未列入執行）、信用中國網站無異常（僅適用于中國境內投標人）。3）投標人未被中國石油天然氣集團有限公司/中國石油管道局工程有限公司列入黑名單、暫停投標資格或取消投標人資格。

The bidder must possess good reputation and professional ethics, and has not been subject to orders to suspend production or business operations, or revocation of licenses or permits due to illegal business activities from January 1, 2022, to the quotation deadline (Format VI-14); 2) The bidder is not listed in the Abnormal Operation List or the List of Enterprises with Serious Violations of Law and Dishonesty on the National Enterprise Credit Information Publicity System (those who have been removed are considered as not listed), and has no abnormalities on the Credit China website (Only applicable to bidders in China). 3) The bidder has not been blacklisted, suspended from bidding, or disqualified as a bidder by China National Petroleum Corporation/China Petroleum Pipeline Engineering Corporation.

3.6安全、質量事故情況：投標人提供近三年（2022-至今）經營活動中無重大安全、質量事故等相關的情況的聲明（格式VI-14）Statement on Safety and Quality Accidents: The bidder provides a statement confirming that there have been no major safety or quality accidents related to its business activities in the past three years (2022-present) (Format VI-14).

3.7業績要求：投標人應提供近三年（2022-至今）來國內或國外類似項目的合同或業績證明（格式VI-12．業績表格式）。提供的合同復印件至少應包括：封頁；簽字蓋章頁；合同中包含買方名稱、物資名稱、規格型號及技術參數、供貨數量、簽訂時間的關鍵頁；合同發票復印件至少應包括與合同對應的1張發票。

Performance requirements: The bidder shall provide contracts or performance certificates for similar projects, whether domestic or international, undertaken in the past three years (2022-present) ( Format VI-12. Performance form). The copies of contracts provided should at least include: the cover page; the page with signatures and seals; key pages from the contract that contain the buyer's name, the name of the goods, specifications and technical parameters, quantity supplied, and the signing date; and the copies of contract invoices should at least include one invoice corresponding to the contract.

3.8投標人如為中國境內制造商應具備進出口權，需在中國海關企業進出口信用信息公示平臺（http://credit.customs.gov.cn）登記備案（以當日查詢為準）。

If the bidder is a manufacturer in China, shall should have the right of import and export, it is required to register and record on the China Customs Enterprise import and export credit information publicity platform (http://credit.customs.gov.cn), the query result of the current day prevails).
